Corruption in Lebanon is so widespread and deeply rooted that several government attempts in past years to stamp it out have ended in complete failure. Perhaps what stands in the way of fighting corruption is the fact that government officials, and in some cases cabinet members, are sometimes either involved in, or provide cover for, cases of graft in return for kickbacks. Although the government introduced a new ministry in the mid-1990s called the ministry for Administrative Reform with the declared aim of cleaning government departments, agencies and utilities of corrupt civil servants, no tangible results have so far been achieved. On the contrary, corruption has become more rampant in the public service than ever, signaling that the battle against corruption is doomed to failure as long as there are government officials ready to protect rather than prosecute corrupt people. Minister of Tourism Fadi Abboud, in presenting his remarks about the draft 2010 state budget to the cabinet in May, said that the size of bribes for conducting routine paperwork at government agencies in Lebanon has reached "alarming figures," AN NAHAR newspaper reported on June 2. He said according to a report issued by UN committees in 2001, the Lebanese state loses about US$1.5 billion a year as a result of the rampant corruption at all government levels. Abboud affirmed that state funds wasted as a result of corruption today are several times this figure.
